I could have sworn the zone name was different on p99 too, such as saying "you've entered Western Wastelands"

Or maybe it said western wastelands on older log files

The 'A sentinel`s voice' shout is not in any of my P99 logs, so don't believe it is functioning properly. It seems like he gets it after the first few seconds after zoning in, but did find another section where he got it twice in same zone (maybe there was a area that tripped the message?). Do what you will.

Oh, and notice it should say 'You have entered Western Wastes.'

On P99 we get:
