Stupendous Tome Combine

I have tried to combine 6 illegible scrolls + a coarse iron needle at the pottery wheel in Droga, but the combine is not working. I have identified all of the scrolls to be the right scrolls with identify spell so I am pretty sure it is a bug. It seems like the combine is broken.
