Ro's Breath not found on West Cabillis

According to Wiki and other sources, this item should be found on the NPC Klok Scaleroot, but he is not selling. It has been removed?

I've never bought one of these due to the price, but is it like the vial of swirling smoke, which has a limited supply? If so, maybe someone just bought the one(s) that the Klok had available. Server reset (or merchant respawn?) and problem solved, in that case.
