if you browse the tech forum you'll see this come up often, not always the case but it often has to do with not getting a good connection to the eqemu servers. Even if you have the crème de la crème of internets, the mustard, sometimes it just won't display a server list.
I have a crappy connection, if literally anything is using bandwidth on my computer then i'll get a blank server list.
Perhaps if you get the blank server list again, load up resource monitor to see if anything is updating, or if your streaming music watching stuff, try turning all that off prior to trying to log in.
