Also need to know what a good rogue offhand for around the same price would be?
and does Delay matter on a rogue offhand weapon? or is it skill based?

Delay on the off-hand weapon is meaningless for any class. Only thing that matters for damage is the dmg/dly ratio and procs.

I think Polished Steel Dirk can be usable in the off hand and ratio is .34 pretty close to a slime coated harpoon and only 250p or so.
