Ry'Gorr orcs aggro through wall
 

Oracle, Chief, and their guards will aggro you through the wall if you're standing outside the fort in the snowy area. LoS should prevent them from aggroing at all.

npcs should not respect los in non-dungeon/non-city outdoor zones.

There are many zones which need to be modified to support that behavior. eastwastes happens to be one that is complete.
