Non-Casters "Try a city." When Bound In High Keep
 

Upon having my soul bound in High Keep I noticed that I got the "You cannot seem to develop an affinity for this place. Try a city." message, but I knew I've always been able to be bound in High Keep as it is indeed a city and one of the available locations to be bound as a non-caster.

I wasn't the only one to experience this issue. It's reproducible. A shadow knight and bard experienced the same bug. I captured a few screenshots, but since the bug seems to be reproducible you should be able to test this yourselves.

I am indeed bound in High Keep, the bug is that it's informing you that you cannot develop an affinity because High Keep isn't a city.

Replicated this issue.

Not sure of the best fix yet.
