NPCs casting Ice Comet much too quickly
I've mostly seen it happen at the disco camp (with the illis wizards), but sometimes the cast time on Ice Comet is roughly 2 seconds, and it should be much longer than that.

Yep. Lots of NPCs cast spells way faster than they should. Another example are myconid priests/adepts; those divine lights are way too fast.

Well, this is an easy one to prove or disprove. Not quite 2 seconds though.
[Sun May 22 23:52:12 2011] froglok krup wizard begins to cast a spell. [Sun May 22 23:52:16 2011] froglok krup wizard regains concentration and continues casting. [Sun May 22 23:52:16 2011] You resist the Ice Comet spell! [Mon May 30 00:13:09 2011] Gruplinort begins to cast a spell. [Mon May 30 00:13:13 2011] Gruplinort regains concentration and continues casting. [Mon May 30 00:13:13 2011] You resist the Ice Comet spell! [Mon May 30 02:40:14 2011] Gruplinort begins to cast a spell. [Mon May 30 02:40:17 2011] Gruplinort regains concentration and continues casting. They shouldn't be casting Ice Comet hardly ever.

Actually on p99 wizard NPCs do cast magic DDs more often than fire/cold.

Yeah, cast timers in general need to be looked into. Many NPCs cast spells faster than they should be (i've noticed the ultra fast divine lights as well).
