Alchemy skill capped for level?

Anyone know? At lvl 28 I seem not to be able to get higher than 20 skill. :( 110 combines no improve, seems odd at that low a skill.

you throw a training point in it at your guild trainer?

Skill Cap goes up 5 points every level from 25 on....

What canadian said: Cap = (level - 24)*5.

Makes sense: (28 - 24) * 5 = 20 skill.
