Markars Relocation

Everytime I try to cast this it tells me 'you cannot cast that here. Find a dungeon?'
You could cast these spells anywhere, you never had to be in a dungeon.
Fix this.

If its green its timeline specific, it was the same on blue/red up until a certain point - people would regularly get ported to DL, run into KC and evac to EJ.

No fix required, the game isn't meant to be easy but they did address it on live later on in the timeline.

This is normal as Swish states. You have to zone into a Kunark dungeon for the EJ/Skyfire evacs to work

This wont happen on Green until Jan/Feb 2022
