Can't enjoy anything due to overpopulated servs.

That would be illegal on a few different fronts. I believe the P99 team has an agreement with Daybreak (or whomever owns the Everquest IP) to run these emulated servers. Project donations are allowed to a certain extent, but they wouldn't be able to run subs.

Unless I am mistaken, of course. I don't know their agreement; just being pragmatic.

What is the actual agreement? No subs? Is progression limited? What is in the realm of possible here?

I'm no lawyer and never saw the contract, but I'm sure it says P99 can't profit from the EQ IP.
