Necro twink on 25k budget
 

I can probably go to 30k or 40k. but what are the best items for a 25k budget for a necro?

well don't buy a Fungi robe. Has an impending nerf coming. From what i've read on the boards retroactive too.

Just get cheap-ish hp or hp/mana gear IMO. Nothing outside of regen or clarity will actually help you level any quicker.

my necro has ~3k total worth of gear discounting my FBCR...

At lower levels 15hp 15mana Golden Jaded Bracelets will be a much better return for you than golden Chitin. I don't think the int conversion is better on GCB till around 30 and even then you have to give up 30 hitpoints for just a few extra mana. You will also save yourself a good chunk of change.

Platinum fire wedding rings x2 of course.
Platinum sapphire necklace provides INT and STR (don't ignore strength unless your budget includes 100% WR bags).

Black Sapphire Jewelery, HBC, Plat Fire rings or Platinum Skull Rings, Rokyls Channeling Crystal, Platinum Tiara, Golden Jaded Bracelets, Dagger of Marnek, Cone of the Mystics, Shadowbound Boots, Embroidered Black Sleeves/Mantle

You should be able to pick up all that as well as minor stuff for the missing slots for your 25k budget easy. All that gear is heavily focused on HP and raw mana (which will heavily outweigh INT for a long time) and past that, not much you can do to make life easier, unless you have enough of a budget to get a Rod of Annihilation.

Necros can't use Fungi Robe anyways. (CLR DRU MNK)

This. Hp gear is massive for a necro, because you can safely operate between a lower % range of your overall health (since it has to fluctuate some to be efficient with lifetap dots, etc) and not have to worry about unlucky strings of hits by mobs.

I believe I have the ultimate necro twink mainly because he's wearing a hierophant's cloak and wielding a Rod of Annihilation, he's actually meleeing for 150 damage at level 27..lol but anyways yea...focus mostly on AC and HP gear < 20. Mana gear will be better for you at the start, however you will probably level up pretty fast.

First of all you didn't say what race. Iksars can not wear Gebs, Golden Chitin Bracers, or Golden Bracers (there's other items that they can't wear either like black chitin legs, granite bracers, etc).
