Have Surnames changed?

Dinged 20 on my Druid. Tried 20+ surnames, even silly ones no one could possibly have.

All rejected. Has something changed? Does /surname still work? Still level 20?

My magician is currently level 3. The devs have 17 levels to fix this or else I may pout.
