When do keys go soulbound?

I just got my HS key and was seconds away from zoning in when someone informed me the keys are not soulbound yet. That could of gone messy without a way to get back in.

Any idea when Seb and HS key gets soulbound?

Best bet is to get 2 keys and just corpse a key outside HS.
