Project 1999 - Transparent outlines around hills and trees

I had this problem when i first installed, but somehow i fixed it and cant remember how. It started up when i turned on /viewport. It goes away when i switch to full screen. I've done the transparency patcher, updated to HD textures and then reverted back. Nothing fixes it. In the Technical FAQ it says to turn off sky in option>display? but i cant find that option, all i see is sky reflection size and refresh interval, but messing with that doesnt help.

Thank you anyone who can offer me some insight into this. May just backup my .ini's and try a reinstall, but im trying to avoid that if possible.

EDIT: ive asked around the discord, in game, in guild, search the wiki, searched the forums, searched google. any tips or help appreciated!
