He probably reported himself on a second account to get a name change because he ninja looted something. guarantee the new name is another low-key offensive thing so he can do it again.

Definitely an interesting strategy, but I feel like the GMs would pick up on that when they saw a bunch of petitions about person X ninja looting something and then a petition about person X's name and how it should be changed...and then seeing that same sequence again with that person.
