Fine Velvet Cloak - loot rights

I am interested in purchasing the loot rights to a Fine Velvet Cloak for the ranger cloak from Plane of Sky.

I am parked in PoS and able to raid most times of any day, so I can come along and help with raid as well. I have keys already as well.

Sorry, I have been away from the game for awhile. This has been a change made at some point? Anyone can loot the Fine Velvet Cloak and turn it in for me to get my Dark Cloak of the Sky?
