Quench Lasen's Thirst (Water Flask) Blue only?
 

On Green server I tried to do these water flask quests in SQ, during the day, but Guard Lasen is not where it should be per wiki (by water fontain). Is this quest only available on Blue server for now? Or is Lasen's spawn random and don't always spawn?
