Septer of Tears

The Septer of Tears in Lower Guk, that is supposed to spawn in the "Waterfall Room" does not appear on the ground.

This should be resolved. There was an issue with ground spawn items, but the reboot on 5/2 fixed it. Verified by doing the quest myself on that date.
