Pretty sure, ES boots and helm are not dropping currently. I should get around to maybe posting on the bug forum about it =P

I've seen Helm linked in guild chat before and someone else on the forum has it listed for sale too (didn't respond to my PM though), I imagine it's just really rare.

Never seen boots though.
