Mage spell Phantom Plate

Phantom Plate
2 : Increase Hitpoints by 3 per tick
4 : Increase AC by 17 (L44) to 18 (L48)

So ya, this is not giving any hps per tick at all. None of this line of spells does for whatever reason. FYI

Are you on Green? Phantom plate doesnt get the hp regen until Kunark
