Project 1999 - Spells: Weapon Procs and Spells Inconsistent

This thread (http://www.project1999.org/forums/sh...89&postcount=4) was moved to "resolved issues" however the main issue has not been resolved, or explained why it is broken.

Gale of Poison (spell) and Gale of Poison (weapon proc on Poison Wind Censer) are hitting different numbers of mobs, although they should be identical. Gale of Poison (spell), in 1 on 1 combat, hits caster and mob up to 3 times each. Gale of Poison (weapon proc) hits caster up to 3 and mob up to 2 times.
