This has been brought up before (last year) but there was no definitive resolution that I could find on the forums.
Crow, in Crows pub and Casino (north qeynos) should sell "Crows special brew" which is needed for quest: Gharin's Note

I can't seem to find crows special brew there.

Fixed, pending update.
