How does charisma impact these spells landing?

Warrior points in stam is a trap. Cha is the real minmax!

For an ogre I would probably split between agility and Dex so if I was naked with a fungi is have over 75 agil. Haha.

But really can someone explain how charisma shapes this spell launching?
