IF i make extra banded armor can i sell it?

Yes, you will be able to sell it to players fairly easily from the EC tunnel. (I'm assuming you mean p99 green. I doubt the same can be said of blue as the server is 10 years old at this point)

I see people sometimes at the tunnel looking to buy full sets.

As others have said, yes there still are people who buy it. Usually I see people advertise full sets of various sizes.

AC is good on p99, the staff have put in a lot of work to make sure AC is as classic as possible. So the physical damage mitigation from armor class is decent.

Banded offers a cheap source of good AC. At lower levels players usually fight warrior npc's. So the AC goes a long way at those early levels.
On green, banded will be in HUGE demand.

Honestly probably not. The loot tables are so well known in this game that buying a dropped item is almost always going to be more beneficial than buying crafted.

1 plat per AC is more appealing than 50 plat for +2 str and 5 ac, for example.
It's just for the early levels anyways.

Yeah but AC isnt flashy like +1 str is

I need that 2 str to carry more loot.
