Making your layout default?
 

If I found a UI I like, and have all the windows set up exactly as I like them, is there a way to make that my default for all new characters?

The ui layouts are saved in the ui_Charname_project1999.ini file. So just find the one for the character you have all set up and then copy it and renam it with your other characters name.
