Cant buff myself and no Buff indictor on my UI
 

So I was playing then all of the sudden there was no Effects UI or Social tab anymore. I am very new to this game so it is possible it user error but I looked in setting and there is no like reload UI or anything so I'm just wondering if this is a thing. Also its now saying the spell could not be placed on me and I was able to use the buff prior.
