An expansion locked server is always going to bleed population over time. It doesn't attract new people as easily and people eventually get bored with the game. To make it worse the sleeper is awake which gets rid of a lot of key mobs for end game. Velious is a good expansion for the number one guild to basically say fuck off to everyone else, it is pretty funny for a server to end there.
