Paralyzing Earth won't overwrite at 60
 

I am a Necromancer that duos with a Shaman consistently. Starting at level 60 he is unable to overwrite my Paralyzing Earth but I can overwrite his with mine. We could overwrite each other at 59. What's going on here?
