Can an Iksar hand in orc scalps in highpass with wolf form?
 

If I've done no faction so far can I hand this in or will still be KOS even in wolf form?

My lizard necro was still kos in wolf form initially.
I had to kill some orcs and gnolls in high pass first.

Depends, wolf form negates Iksar faction modifier.
You still can be hated because of class (necro) or the gods you worship (Cazic Thule), plus of course the deeds you‘ve done (faction hits you took before).

I suspect even if you were fresh off the boat (raft) with wolf form that you'd still be unwelcome with the Highpass guards. It probably wouldn't take that many dead orcs to get them to apprehensive; certainly far fewer than it would take for an iksar but gods, class, and anything you might have done, as noted above will still carry weight.
