Depends on class. Pretty sure Human Clerics of Innoruuk are apprehensive in North Felwithe (Bank and Cleric/Paladin Guild).

Human Clerics of Innoruuk start very high threatening with Kaladim guards, you only need to kill a few goblins to become dubious. They are pretty safe in most of Kaladim I think they're safe in Ak'anon, not sure about Kelethin. They should be fine in Neriak if you stay away from Necro guild. Not sure about Erudin either.

Pretty sure they're hated in Halas, and they start threatening with Paineel.

Not sure about other classes, just cleric.
