From what i can see it might have been a GM event? Seems like it was dropping for many weeks though. Perhaps it was added to certain mobs after the even and left to run for who knows how long.

As the page you linked said, it was "Given out in a GM event." The staff here don't really do classic GM events, and even non-classic one like the Llandris vs. Filbus fight are rare, so it is extremely unlikely that you will see that item here.

It's not important, and I'm sure the staff will know what you meant, but ... the developers and GMs aren't the same people, so it's like you are thanking P99 Customer Service in a bug report for P99 Engineering :)

the events i remember from live were temporary, like a few hours. there are people saying on that post that they camped it for weeks...
