This is indeed a bug. I played a bard to 60 and I remember using Solon's Song of the Sirens quite extensively in LOIO.
The song is *not* supposed to stack with itself, or overwrite itself. In other words, you cannot keep singing the song and the mob stays charmed forever. If you attempt to sing it again on the mob, it will have no effect. You must first wait for the charm to break (in 18 seconds / 3 ticks) and THEN sing it again to recharm the mob. The charm MUST break first before it can be recast on it, just like any enchanter charm spell.
For those that want proof, here is a post from someone on the castersrealm (archive from 2000) about how he tried to use the spell:

In addition, the resist rate for this song should be around 25-50%, for blue cons, getting progressively higher as the mobs level increases compared to your level.
