Can someone explain?

Hung out on the red server the other day... it has possibilities for me, thought there are a few things I dont get.
I assume everyone is /role or /anon to stop people from hunting them down but these questions I have...

1) Is there a level range that you can quest safely? I mean is there a safe range or can a level 60 murder a level 1?
2) What does pras mean?

Pvp range is +/- 4 levels from yours.

Pras is short for Praise Cazic Thule, which is just a way to congratulate someone, whether it be on their pvp kill, new item, or other achievement.

when ur friend gets a kill
When your sworn enemy dies
when the guildmate you dont like dies
when someone mentions the duke
when u get a pixel
when ur friend gets a pixel
when someone says wipe it clean

they arent hiding, theres literally only 10 other people online

Pras was a word a person way back use to spam into global ooc. I heard they were a kid and didn't know how to spell praise. But I can't verify the 2nd part.
