Project 1999 - East Cabilis - The Penance [no quest text response]

Description: Hierophant Zand doesn't have hail text or respond to quest prompts.

Relevant NPCs: Hierophant Zand

Steps to reproduce bug:

Hail Hierophant Zand (no response)
Say "I lost my cudgel" or any variation thereof.

Expected behavior:
He should hand you a book that you turn into the Taskmaster. It starts the Penance quest. The book is also necessary to complete the Penance quest.

I tried every variation of
"I lost my" "I have lost" "I have lost my" .etc and
"cudgel" "iron cudgel" "iron cudgel of the petitioner" .etc

I tried with indifferent faction as well as warmly.

no such luck.
