Project 1999 - Message Intercept Quest

This bug report concerns the quest "Message Intercept" which takes place in West Commonlands (WC), West Freeport (WFP), and East Freeport (EFP):

The faction amounts given by this quest are not correct. In particular, I have been repeatedly giving one milk to Mojax Hikspin (WC), killing Duggin Scumber (WC), and giving the resulting note to Sir Lucan DLere (WFP). This series events is supposed to net a gain of +22 to Freeport Militia faction. Instead, by repeating this series 4 times, my faction level went downward from apprehensive to dubious.

I believe the issue is with the amount of faction lost by killing Duggin Scumber: I think he is giving a hit of -30 to the Freeport Militia, but he should only give a hit of -2. Furthermore, it is not possible to give the note to Raltur Caliskon (EFP). He takes the note but does not respond in any way (i.e. eats it).
