How's the proc rate when u have DEX 255?
Will it from 10proc/100hit(assume ur dex is 100, just an example) to 80proc/100 hit?

Does anyone try to gear and buff up dex to 255 and test it before?

Unfortunately the effect of dex is far from that profound.

About 2.5 procs per minute at 255 dex on main hand I think. 1 proc per minute at 100. Hopefully someone can correct me on the exact numbers.

The off hand procs at half the main hand rate, and can even proc when duel wield fails to produce a swing.

The rough formula is (DEX/170) + 0.5 = proc per minute rate for main hand, and offhand is half that rate.

So mainhand with 255 DEX is basically 2 procs per minute. Offhand with 255 DEX is basically 1 proc per minute.
