What is it? And why?

1. Because you can zone there at 1.

level 5 I believe.

The why part... to combat people who like to train.

Yeah it's level 5 because of some people training others with lvl 1 characters. Found out when I couldn't zone a level 2 halfling rogue into lower Guk for the mask.

Pretty much all dungeons also have the lvl 5 rule

Its 10, i found out when i took my lvl 9 shaman there to train random people

I went there at 5 and it let me in

Why would it not be 1? You can go there at 1. You won't be able to kill anything but that wasn't the question.
