FTE lockdowns

We desperately need some new FTE rules, because both A and A are clearly abusing current rules to lock down targets for consecutive hours without even attempting them. There should be a rule that if don't at least attempt to pull and kill the mob within the first hour of FTE, you don't get a second or third hour, because this is ridicolous. A/A gets enough mobs in a week without having to try and exploit these rules to lock down mobs until they can get people online.

Noone needs pixels that bad - if you can't raid during the night, DON'T - its a dead end server here man, its not going anywhere - slow down the pace, and enjoy a more casual EQ where you don't have to make sure noone else gets pixels just for the sake of it.

Hopefully, Sirken willing, this will be happening soon. He's agreed to sit down and talk about these current rules, just need to actually do it.

Pretty simple amendment.

Each Raiding Entity has one lock per mob until it is killed. Use it wisely.
