I'm going through all the channels I can to petition. Not sure what they can do if he's connecting through proxy IP, but worth a shot.

Farm up some cloth handwraps and exchange them for a Phase Spider Carapace.

There's only one thief in the world, everyone else is just trying to get their shit back.
