Where is the best place in game to purchase cheap Peridots?

From the flesh of your enemies. Or pockets. Whatever, it doesn't matter. All that matters is that you kill everything and take their belongings.

If you killed it and stole it it'll be 10pp or so cheaper than buying from the vendor.

Get someone else to buy your dot stacks if you have 45 charisma etc

Get your faction to indifferent and your charisma to 105 I think it was. That will give you the best price with a vendor.

Meeps have a good point. If you liek a socially inept super ugly motherfucker like a gnome or dwarf or something I can probably help you out. I'll buy dots and sell them to you for 11pp each. I am very busy though so need you to purchase no fewer than 64 stacks per go to cover travel expenses, handling/stocking, freight, etc. Let me know ^.~

There was a comment in the wiki section on charisma / pricing that your starting city vendors gave you further discounts over the indiff + 104 charisma level, but testing was not done on it.

I've personally never verified that is the case. If anything, maybe your starting city gives you a handicap on charisma but the same upper limit... again, just speculation that I haven't tried.
