Shrink Outdoors

Why can't we shrink outdoors? Honestly I never remember that being a thing, then again its been over 10 years. But still . Can we resolve this? Or change it? God I want to shrink when I am in certain forms, or near a outdoor wall. Anyone else agree? Is this just a bug that wasn't changed?

I'm talking about castable shrink, I.E a Shaman Casting it. Why should a pot I can craft work outside, But I cannot use my spell...... Doesn't make sense.

If you can provide evidence that shrink should work outdoors during this era, they'll definitely change it. But yeah, I'm guessing it's classic.

Pretty sure you couldn't cast shrink outdoors till PoP, and here is a copy/paste from Lucy's history:
