Whirlwind not useable in Velks
 

When I shoot my Windstriker it will not proc in Velks. The effect is: Whirlwind and I receive the message "You can't levitate in this zone." when I get a proc. There is no damage done and the spell does not fire.

This should not be applicable to detrimental spells. For example, the avaraks in sky will proc a levitate detrimental spell but levitate is not allowed in zone.

i windstrike people indoors on red all the time and have done so in velks multiple times
