Do not save your life. They watched a goblin beat me to death - I thought they helped, but I could be wrong.

Which npc/npcs? Are you sure they were guards?

I ran a goblin spiritcaller past the following NPCs and they did nothing to assist, nor did they ever attack the goblin. They let it kill me then watched it wander back out of the city
