Lava bolt slower than mob run speed?

Does anyone remember if this is how it was on live? If the mob is running away from me, I cannot hit it with any of the magician "bolt" line of spells. The bolt will swerve around and follow, and will eventually dissipate because it couldn't catch up.

on this server nothing is faster than mob run speed, not even kenyans.
