How does haste work here on P99?

If a level 1 warrior is given an fbss, will he have 21% haste or does it scale by level?

I dont recall there being any scaling in Classic EQ. Level requirments on procs, but no specific scaling by level.

I recall max Haste being capped at certain levels, but I don't remember what the caps were and at what levels... or if that's Classic and not added later.
