Moosh and guard's key ring

In Nejena, Moosh should drop the cell key. I've been stuck in this cell for 3 spawns and he has not dropped it. I know I have been here before on this server and it dropped.

got a guard's keyring everytime I killed him.

Fluking bad rolls on his loot generation possibly?

He drops it 65% of the time. Seems fine to me.
