You can not attach a debugger while playing Project 1999
 

Googling came up with some obscure resolutions to this issue but I happened to remember the most obvious change since the last time I played was an anti-virus update.

Upon disabling anti-virus, the message stopped occurring.

Perhaps this will help someone else.
