Werewolf Talon drops off of werewolves. It should drop as part of the Crafted Breasplate quest here

I was the one mentioning this to Tantalar. He forgets to add its the werewolves in North Karana that were dropping the talons for us. But ofcourse, I suggest the werewolves elsewhere are checked too.

I got one in WK last week off a werewolf that was in the scarecrow fields.

Ulan Meadowgreen is not in the Centaur camp in south Karana.
Shakrn Meadowgreen should be standing next to him. No sign of him either.

Checked an archive website to be sure this actually was in classic and the NPC with his quests do show up:

Been killing the centaurs inside the huts to see if the NPC maybe has a PH, but after 10 times clearing the huts, I'm pretty sure they dont have a PH.

These NPC's should be present to complete the quest.

The NPC's will be added when Sol Ro goes live.

Werewolves outside of Mistmoore will no longer drop werewolf talon. Sol Ro is also now released.
