Has this always been around? Why do I not see people do it more often?

I honestly just recently heard of this and I'm not sure if I'm just out if the loop or this is a new technique. Is this considered a bug and does it eventually go away?

DPS seems really impressive using this method and I'm just sort of wanting more info on it
